The Government of the State of Aguascalientes with the purpose to create and to maintain a favorable environment for the investment and the continuous productive activity, continues with the process of regulatory improvement in coherence with the National Agreement for the Coordination of the Economic Deregulation marked in 1995 by the Federal Government, the Agreement for the Deregulation celebrated between the Government of the State and the Governments of the of the interior give it Business Activity, as well as the Letter Commitment for the Deregulation of the Business Activity between State Government and Municipal Government of Aguascalientes both signed in January of 1997, to expedite and to make efficient State Public Administration, to fortify the interinstitutional coordination with the Municipal Governments and the Confederacy, for the purpose to have continuous impact in the opening and operation of the industry, the Commerce and the services. The activities of support and economic promotion have been fortified.

Since 1997 we implemented a Fast Opening System of State that permitted us to reduce times of answer in state and municipal procedures in the phase of opening in a 77% of what was required in 1993, 98% of the procedures time limit of answer was established and for the 53% of them operated the affirmative respones. The System reduced the time of answer, from 30 to 13 days for those businesses qualified as not risky, and in the case of not requiring construction. And if they were found located in shopping centers, its start of operations was in two days. Now in synergy with the Federal Government through the Federal Commission of Regulatory Improvement, the Government of the State through the SEDEC carries out the simplification of the process for the constitution, opening and start of operations of the businesses by means of the PROGRAM UNO differentiating the turns or productive activities of low regulation, environmental impact and of security, and after the analysis and re-organization of the procedures, the program is established to give answer to the totality of the procedures of opening in a single day, a single place and a single format is followed by the three orders of Government, that is, municipal, state, and federal procedures, what has been possible by sharing the cartographic information with Aguascalientes county , in order to be able to judge the use of land in line and to use an inter-institutional data processing network , as well as the approval of the ELECTRONIC SIGNING in the Law of the Administrative Procedure of the State, that soon will permit us to offer the opening of businesses doing the procedures by Internet.

But also the businesses of medium risk have reduced the time of opening from 56 to 10 days, and from 85 to 30 days the businesses of high risk, giving deal is preferential to businesses that have been installed in Industrial Parks, where the discharge permission for residual water is eliminated with the CAN, because this is done directly with the Industrial Park, some authorizations are given in a day in other procedures. Finally the Office of the secretary of Economic Development through the General Direction of Regulatory Improvement, has done proposals to improve the economical legal framework and the business procedures to the diverse dependences and legislative instances: City halls of the eleven municipalities, Congress of the State and Congress of the Union, by the corresponding conduits for each case, in this sense, the proposals referred that have been presented have been in the Municipal, State, and Federal order: 8 in the year 1999, 4 in the year 2000, 23 in 2001, 51 in the year 2002, 15 in 2003, 8 in 2004 and 102 in which goes of 2005.
